The Texas Service System
Effective September 1, 2003, the Department of Family and Protective Services (DFPS)
implemented substantial changes to the Texas LOC Service System. A major change converted
the six (6) levels of care to four (4) levels of service. The new services are referred
to Basic, Moderate, Specialized and Intense. Services.
In general, DFPS used the following guidelines to make the transition from the previous
LOC Service System to the new Service System.
Printed copies of the DFPS Service System definitions are available from
DFPS Residential Contract Managers (RCM) within each Region. These definitions are also
contained in the Texas Administrative Code (TAC), Title 40, Part 19, Chapter 700,
Subchapter W.
